例年、日本における ICPC 地区大会では、易しいと思われる問題から順に並べるようにしてきました。
今年も最初の 3 問 A, B, C についてはこの方針を踏襲していますが、
D 以降の問題の順序は難易度と関係なくランダムです。

In previous ICPC contests in Japan, we ordered the problems so that
those assumed to be easier come earlier.
This policy is followed this year for the first three problems, A, B, and C,
but the order of the problem D and after is randomized irrespective of their difficulties.
